6年で 2,221件が採択され、1,722件が完了した。完了報告は 1,716件ぶん存在する。誰も並べていなかっただけだ。国・人物・一件まで地図から辿り、提案と完了報告を原文のまま左右に並べる。達成・未達の判断はしない。 Over six years 2,221 proposals were funded and 1,722 completed. Completion reports exist for 1,716 of them — nobody had simply put them side by side. Follow the money from country to person to a single project, and read the promise and the report in the original, next to each other. No verdict is given on whether either was met.

11,385件を ①提案 →②採択 →③納品 →④使用 で並べ、どこで止まったかを一次情報付きで示す。うち2,347件は「実際に使われたか」が誰にも記録されていない。その欠落も数えて出す。 11,385 proposals placed on proposed → approved → delivered → used, each with primary sources, showing where it stopped. For 2,347 of them nobody has recorded whether the thing was actually used — that gap is counted and shown rather than hidden.

中心人物のいない場が、なぜ同じ形で閉じていくのか。架空の会話を分岐させ、27通りを全数列挙し、10万回のエージェント・シミュレーションで確かめた。分岐点は「まとめ役を決めよう」という善意の提案そのものではなく、その前の確認要求への応答履歴だった、という仮説。 Why do leaderless rooms keep closing the same way? A fictional conversation branches, all 27 outcomes are enumerated, and 100,000 agent simulations test the idea that the hinge is not the well-meant proposal to consolidate, but the response history right before it.
